This is an economics article, about the current economic situation in the UE, and the sentence is this:

A larger ESM requires parliamentary votes to commit additional large resources to backstopping Italy, Spain and the other PIIGS. And getting recalcitrant parliaments **in the core** to approve that would be extremely challenging. But, politically, it may be even more challenging to create Eurobonds with joint and several guarantees that may imply even larger liabilities for the core EZ countries toward the periphery.

Is that a set phrase? A typo? How would you translate it? Thanks!
