Hola!

Estoy traduciendo un párrafo y me he encontrado con una frase un tanto extraña para mí. No sé si tiene un doble significado o si quieren enfatizar algo en concreto.

El texto explica varias cosas que tiene que hacer una persona, que no son relevantes, y luego dice:

"And he would be seen to perform his task."

El contexto no lo aclara y me gustaría saber si esta construcción es corriente y qué significa.

Explanation:
Y parecería que había cumplido su tarea. It's hard to tell without reading the context, but it could be that if the person did these things mentioned, it would seem that he had done what he was supposed to do, but he didn't really. In other words, maybe he did a token appearance of having done his job, but he left a lot missing.
