This is about the bidding process on a call for proposals for a contract to fix leaks in the Tegucigalpa water system.

Does this simply mean 'one-fourth of the data' - or am I missing something?

Un problema que se tuvo durante este proceso y que genero un número importante de consultas por parte de los oferentes fue la solicitud de información referente a la estadística de los consumos, la atención de los daños, entre otros. Esta situación se visualizo durante la preparación del contrato por lo que se debía tener **un cuarto de datos** al momento de la apertura del proceso, desafortunadamente, la postura inicial del SANAA fue que la información solo se le entregaría a la firma seleccionada por considerarla sensible, pero una vez se presento un sinnúmero de aclaraciones por parte de los oferentes el SANAA suministro la información acordada de antemano con prontitud.

@Rosa You're on the right track. The next paragraph talks about access to the "cuarto de datos." But it seems to be a special arrangement set up for the bidders (the text sure doesn't explain that). If you want to propose your suggestion as an answer, I will award the points. Otherwise, I will just close the question, because I understand what's going on now.

Secure data room

From the context, the "cuarto de datos" looks like a secure data room which is a common provision in the case of highly sensitive bid processes. It is common practice in takeover and merger situations where companies create these special secure rooms where only bid teams work, in confidence, on the project, having signed non-disclosure agreements. This is in order to protect confidentiality and commercial advantage. Whether these particular circumstances here merit it is a moot point. But that´s what it looks like. Best wishes. Sian.

Thanks very much. Further context, after I posted my question, revealed that this is exactly what they're talking about. I wasn't familiar with the concept, but there are lots of references on the Internet.
