BTW, the CIA Factbook is a good source for national appellations.

: Only way I see to get 3 Ns in English. (But it doesn't have the same ring, does it?)

In such cases it is normal to add a translation in brackets after the first appearance and then leave it untranslated in the rest of the document. I.e.
"Nigériens Nourrissent les Nigériens" (Nigerians feeding Nigerians)
the first time.

As Petitavoine correctly pointed out, this is Niger and not Nigeria. Unfortunately, I can't find an English word for the inhabitants of Niger! I would suggest you fudge it a bit and use "Niger feeding Niger" or something similar.

Nigerians Feed Nigerians
It's a slogan, isn't it? About Nigeria becoming self-sufficient in food?
Maybe it could be extended to 'Nigerians Feeding Nigerians' - increases the graphic content, the impact, or 'Nigerians Feeding Nigeria' - meaning all the Nigerians, unpacking the lack of an article in the first mention and its presence in the second.
