I'm not very happy with my rendering of it as " who in due form wield such powers" :
The representatives of the Management, as well as those from the trade union organizations and business associations, who have access to the basic copy of the contracts by virtue of their ownership of the institutional organs of participation, who in due form wield such powers, must exercise professional discretion, and may not use this document for purposes other than those for which they were made cognizant.
I would be very grateful if anyone could suggest a better translation!

I think instead of "tales facultades" you need to repeat exactly what it is we are talking about, which in this case is that the bodies are awarded the power to access the copy (or should it be copies, perhaps?) by the law.
Reglamentario refers to "reglamento" ("regulations"), here, i.e. the law.
Also, I'm pretty sure "ownership of" in your translation should be "membership in". The trade unions and organisations don't own the bodies, they belong to them.
