in answer to Phil and Russell, my first thought was
"decommissioning" but these days this word seems to have taken on meaning of weapon/nuclear power plant decommissioning rather than more general meaning, judging by ghits for it. Thus, I agree with Phil that it is not needed here (redundant) because the site is redeveloped

Eviterei di usare il termine "defunzionalizzazione" e opterei per una ristrutturazione della frase come segue: "the transformation of the commercial port in a touristic one"
