: I wouldn't call "....Ordnung" an Act. As with the Abgabenordnung, generally translated as tax or fiscal code, I think "code" is preferable.

I would have thought that this simply is referring the reader to these sections § of a legal code or something similar. Does that make sense in the context?

: This is not strictly true. AFAIK the Gewerbeordnung does not constitute secondary legislation. Contrast "ordnung" with "verordnung". Therefore I wouldn't use regulations but as I have commented elsewhere I prefer code.
