Attn: Judith Hehir & Kiwiland Bear Actually, "they" did -- translated "печать" as "seal". So what we gonna do now? I used "seal" (as official stamp) in all document.

"gum strip" would not be appropriate. It would definitely sound like a translation. Repeating "seal" wouldn't be nearly as bad. "across the seal" sounds official and appropriately business-like. You already have repetition of "seal" without your additional печать :(. I don't know that it can be helped.

Bids shall be enclosed in a single envelope with the bidder's seal impression affixed across the seal of the envelope. This shall not apply to bidders who conduct operations without an impression seal...(depending on how the Russian reads)

I usually translate "печать" as 'seal' (documents shall bear the seal and signature of the bidder, etc.) I was also suggested to use 'gum strip' for "места склеивания". Would you have any comments on that one?
I am clear about the gum strips. Let's elaborate your variant. So what what would be the best way to translate the sentence above? Something like that: "A bidder shall seal his/her bid in one envelope and stamp it across the seal with his/her seal". There is also a note to this provision: "This requirement is not applied to bidders that carry out their activities without a seal in accordance with current legislation..." I look forward to hearing your comments with this regard.

overlaps

Although in principle the flaps can be held in place by securing the topmost flap at a single point (for example with a wax seal), generally they are pasted or gummed together at the overlaps.
