Help with name of a Croatian law

My text is German to English, but concerns a Croatian law. I'm dubious about the German rendering of this law in my source text - literally translated into English it reads:
Act on the organisation of games of chance and lotteries (NN 83/02)
It concerns the government regulation of gaming machines and casino games.
I've searched the web and the English versions I can find are along the lines of:
Law on Games of Chance and Amusement Games / Law on Games of Chance and Entertainment Games
However the Official Gazette references are not the same - perhaps the version I'm dealing with is quite recent?
Is some kind person able to point me towards the right law or latest name of the law, and also the most acceptable wording in English?
In your experience should it be called a Law or an Act? And if further guidelines are passed pursuant to a paragraph of the law (in this case by the Finance Minister), what would you call these? The German "Richtlinien" could mean "guidelines", "regulations", "directives" but again I would appreciate advice on what is correct in the Croatian context?
I don't have any knowledge of Croatian, and the source text contains no Croatian phrases other than "Narodne novine" so please excuse my vast ignorance!

LAW ON GAMES ONCHANCE AND PRIZE
Source: National Gazette No.83/02
The Law entered into force on 24 July 2002.And regulation of art.10 will be implemented since 1 January 2003. Preparation of these games in Croatia is entirely in the hands of Croatia and the right of preparation of all games Croatia transfers to Hrvatska lutrija d.o.o.
Trade companies can give games in casinos, betting offices and automat clubs and that exclusively if they get the concession of Croatian government. Concessions can be given to 10 years at most and can be, on the basis of the request extended to another 5 years with prior approval of Ministry of finance.
Games are divided according to the new law into:
a) lottery games
b) casino games
c) betting games
d) automatic machines hazard games
