I would like to know what will be the best way to translate this phase from American English into Latin American Spanish.

Will be okay to translate as A fines de la decada de los 80?

Here is the full phrase:

Messages that were left at his home in Guatemala in the late 1980's, when the country was embroiled in a 36 civil year war that left about 200,000 dead.

a fines de los 80s o afines de la decada de los 80s es mejor ya que 1989 es late 80's.

Puedes obviarlo. Para mí, si puedes expresar lo mismo con menos verborrea es mejor. No que tu opción se califique así, sin duda, es totalmente válida y correcta pero si quieres saber mi opinión profesional es esta.
