Es simplemente otra forma de decir, "con atención", "respetuosamente", "atentamente". I would go with "I am writing to inform you...." 10 hrs   -> I agree; in English 'respect' would usually be mentioned (if at all) at the end: 'respectfully, / respectfully yours, (+ signature)'.
