religous law needs to be augmented be "secular" law

The author is obviously speaking from a religions point of view. Since Evangelicals believe that they are married "in the eyes of the Lord", the author wants to remind them that they also need to heed certain legal requirements, and not only reglious ones

I believe they are talking about the option of drawing up a marriage contract - a legal agreement between the two spouses.

neutral JaneTranslates : I don't think so, given the type of book in question. I believe this simply refers to legalizing the marriage; in the U.S., this means obtaining a marriage license, then filling out and signing the certificate so the celebrant can register the marriage.

signing legal contracts on your wedding day

I think they're trying to say that weddings are a display of two people's love for each other amongst friends and family, and that having to sign legal contracts etc. during this time can sound threatening.

regarding a wedding as a legal and not just a social affair

The legal aspects are in any case given (varying of course from country to country), so I don't think the text can be talking about bringing them in as an optional extra. I think it is talking about the attitude you have to a wedding - seeing it as a legal contract and not just an excuse for a good party.
