Not sure of the correct translation for 'pelusas' in this context. Unlikely to be 'fluff' I reckon.

Entre los elementos de ambientación, debemos desechar algunos por sus desventajas. No es recomendable utilizar aquéllos que contengan ceras, ya que podrían llegar a estropearse debido al calor producido por las radiaciones solares sobre la luna del escaparate o las luces que forman parte de la iluminación. Asimismo no es conveniente hacer uso de las plantas naturales, porque podrían manchar los productos expuestos y porque al marchitarse perderían todo su valor estético. La utilización de las flores secas es más fácil, pero es recomendable rociarlas con un aerosol fijador para que **no desprendan pelusas**, semillas, etc., y tampoco acumulen polvo fácilmente.

so that they don't give off dusty particles

I can't imagine dried flowers giving of fluff, shedding, etc., but from my own experience in my home, they can give off these dusty particles (I don't mean just "dust", but they tend to crumble slightly and this causes dusty particles).
