Can someone enlighten me as to the meaning of this term? I have a recollection that it just means "tests" but I'd like to be sure.

Diagnostic tests
Diagnostic tests include lab tests, imaging exams and other screening exams.
There is no other way to put it. I've always translated MCDT like that.

Comment: "I've selected your answer as the most suitable for the lay political audience of my text, although I've added fvasconcellos's more specialist term for the sake of the glossary."

I'll leave the adjective up to you, but "diagnostic and therapeutic modalities" is quite standard, so I think it's a good choice. :)

Well, that would exclude "therapeutic"...

Don't worry, you're not questioning my expertise--I am, because I'm not familiar with this specific term! :) I wouldn't want to suggest something that's off the mark. If it's a lay audience, maybe "diagnostic tests and therapeutic procedures"?

You're welcome! :) I still don't think "diagnostic tests" fully conveys the meaning of the original (after all, it leaves out treatment) but I'm guessing it was good enough for your specific context.

Note from asker:
Not sure about the need for an adjective but the term checks out on Google, certainly. It would be the correct register if used between health professionals but 'diagnostic tests' would be preferable for a lay/political audience, don't you think? |
Are there such things as 'therapeutic tests'? My audience are politicians debating the performance of publicly funded health systems. I think 'diagnostic and therapeutic modalities' as a term is not likely to mean a lot to them, and I note that similar political documents talk generically about 'diagnostic tests'. I don't mean to question your expertise, which is greater than mine, but I want to get the register right. |
As you can see, I selected Elisabete's answer as the most suitable for my lay audience but have included your term in the glossary entry as well. Thank you for your helpfulness over this. |

It would be really helpful if you could post an answer in English as you specialise in the field. |
