信号の立ち上がり
The correct English is "rising edge".
P.S. "Falling edge" is 立ち下り.

We like to PRETEND that clock and other digital signals are perfect square waves with infinite slopes for both edges, but the Electrical Characteristics section at the back of the Specifications goes into exhaustive detail about slopes, effective trigger points, etc.

[信号の]上り坂
The edge is the slope of the signal, either rising or falling. For digital signals, the edge is more or less perpendicular to horizontal while for analog signals, it is mostly sloping in a curve.
There are many varieties though, some can have funny shapes.

: We like to PRETEND that the signals are perfect square waves, but check the Electrical Characteristics section for the truth.

通常は「立ち上がり」で良いと思いますがこの文脈ではもう少しspecificな訳が良いのではないかと思います。
