"Evaluating" could be subsitituted by many words (appraisal of/ review of/ assessing/ assessment of etc).
I think you may want to keep the rest of the phrase intact and close to the original.

Discussion
The local mafia may be key players in the security sector as they have targeted and bribed officials, but does this make them actors in it? I believe not.
Now, perhaps we need more context from Mimi, but my understanding is that here we are referring to groups having an explicit role in the sector (the role or performance of these groups will be reviewed in the "reforme securitaire").
In this case I envisage the actors to be: local and national police forces, the military, private security workers etc (ie, more than just key players)
...does anybody else feel there is a distinction to be made here?
