Yes. I would translate as "departamentos," assuming you are translating for a market where "condominios" is not used. In Peru, "departamentos" is used for apartments that are rented or owned, whereas in US, "condominiums" is used for the latter.

Jairo, creo que tu problema aquí no es la traducción de "over", sino el concepto de condominio. En EEUU se le dice condominio a un departamento propio (aun si está en el 12avo piso), si el que lo habita es el dueño. Si el que vive ahí lo está rentando, la vivienda se conoce como departamento (...en México; en otros lados, "apartamento"). Espero que te sirva de algo.

Me imagino que unos departamentos (comprados o en condominio, no rentados) están en alto en un edificio, y por lo bajo se ven cuatro residencias (horizontales) muy elegantes.
"four townhouse buildings" puede muy bien referirse a "construcciones" (posiblemente casas), no necesariamente "edificios". Tal vez estoy equivocada.

Pregunté, y me dicen que parece ser una extraña disposición de los departamentos o del edificio: según esto, son cuatro "town houses" en los pisos inferiores y 12 departamentos en los pisos superiores, en el mismo edificio. De ahí el "over".
