KONTEXT: Sicherheit spielt in heterogenen Landschaften, die ein hohes Maß an Integration besitzen, eine sehr wichtige Rolle. Durch den Integrationscharakter kann Sicherheit aber nicht mit einem Wundermittel erreicht werden. Zudem müssen wir uns darüber klar sein, dass es 100 %ige Sicherheit niemals gibt; man kann es Angreifern letztlich nur schwerer machen, ihr Ziel zu erreichen.

My question relates to the sentence "Durch den Integrationscharakter kann Sicherheit aber nicht mit einem Wundermittel erreicht werden." I'm a bit unclear about what exactly it means. Is it saying that because of the nature of the integration, one panacea/cure-all/solution cannot be used to achieve security? I find it a bit confusing - is it any clearer to anyone else?
