payment for the advance to the consultants on condition of an advance reimbursement guarantee
Hello,
I could be wrong here.
Payment is made to the consultants on condition of an advance reimbursement guarantee
contre constitution = for the establishment of (meaning "on condition of" in natural English, imho).
I hope this helps.

Take care.
And, yes, it is nice to go back to questions and polish them up to help yourself and fellow translators. Perfect!
Take care, and stay safe.
The term "constitution" in this context is probably "provision".
I'm not totally sure that this is where I got the translation (I usually make notes on important terms), but if my confidence level was 5, well then.

I think it's important to go back over old questions and add to the body of knowledge that's available to us all, if that doesn't sound too pretentious. For the community! I am certainly indebted to many people who have posted answers here and bailed me out more than a few times.
Yes, I think your translation is most likely correct. It makes good sense.
By the way, doesn't "constitution" mean the "total of"?
I appreciate you coming back to this question after all these years.
Take good care and stay safe.
