с целью дать заключение относительно

в цитируемой фразе (а может и в оригинале в целом) грамматическая двусмысленность -- purpose может относиться как к аудиту, так и к письму. По смыслу я согласен с Еленой, что речь идет о цели аудита, так как дальше стандартная формулировка, которая описывает задачу аудиторов, но, возможно, что правы остальные, кто отнес это purpose к письму.

Если ясности нет, то предлагаю формулировку, которая тоже может пониматься двояко.
