Речь идет не о прекращении вызова, а о передаче вызова из сети одного оператора в сеть другого. Точного перевода на русский я не встречал, но "прекращение вызова" не годится по смыслу.

Аналогично "Origination services" - это служба приема вызова от вызывающего абонента с последующей передачей в другую сеть или на терминал VoIP, принадлежащий вызываемому абоненту.
