There can be always a possibility that the text is not from USA unless the asker stipulated it so. Personally I haven't come across the use of the word as a toilet but it was in a dictionary then I think we had better make sure.

ごく普通です。
In Japan there are big fences near train tracks and you could get in big trouble by if you played around on them.
not so in the US, where I assume the artisit is from. I used to play around on the trains tracks all the time as a kid.

Additional notes:
I think "legals" is slang for an area where it is legal to graffiti. (public murals, etc)

Lastly, I don't think that dub here refers to a public toilet as suggested.
I have never heard the word dub to refer to toilet in American English.

「スケートパーク（ここは推量ですが）から出て、線路の方でグラフィティをやり始めた。電車（違法に）とか、許可を得た場所とかで。」このlegalsは違法でないグラフィティのことかと思うのですが。
