Am I right in thinking that a procedura in Italian can be a document; if so we don't call that a procedure in English do we? Any standard answers I wonder - policy document, guidelines, action plan?

In your context, what you seem to be looking at is a set of: "Regulations for dealing with customer complaints". Not easy to weave into the text: "these regulations" = "la procedura". The "procedure" in English to my mind is what the regulations define. Personally I prefer the plural, "procedures".

I've met "procedura" so many times in corporate legal and financial translations e.g. (form my TM):
Rischio di credito -11Gruppo controlla attentamente la propria esposizione creditoria attraverso una procedura di affidamento per singolo cliente e un sistema di reporting interno.
Credit Risk - The Group closely controls its credit exposure through the allocation of credit limits to each single customer and an internal reporting system.
In this case I just jumped round it, but that company has a rule book a manual, with precise instructions/rules for who gets how much credit, etc.

In this case below I later translated the "guidelines" which were referred to as "la procedura", translated as "the regulations", but "the procedures" might have fit the bill.

Inoltre il Consiglio di Amministrazione ha formalizzato quanto già awiene per prassi in relazione alle operazioni con parti correlate mediante l'adozione di una procedura che detta le "Linee guida in materia di operazioni con parti correlate" che definisce i criteri generali utilizzati per l'individuazione e la gestione delle stesse da parte della Società e delle sue controllate, con particolare riguardo alle operazioni da sottoporre al preventivo esame del Consiglio di Amministrazione e all'informativa da fornire allo stesso Consiglio e al Comitato per il Controllo Interno sulle caratteristiche di tale tipologia di operazioni.
Furthermore the Board of Directors has formalised what already occurred in practice in relation to transactions with related parties by adopting regulations entitled "Guidelines for transactions with related parties", which define the general criteria used to identify and manage these parties by the Company and its subsidiaries, with particular regard to transactions to be submitted to the Board of Directors for prior examination and to information which must be reported to the Board and to the audit committee on the nature of that type of transaction.

Asker: Thanks Jim; Procedures in the plural certainly gets round the problem. Not sure (yet) whether Regulations might be a bit too prescriptive.
