Order Strength (OS)
The order strength measures the number of precedence relationships relative to the size of a project. Cooper [5] proposes a measure for the order strength of a project. He defines order strength as a ratio TIU, where T is the number of precedence relationships and U=N(N-1)/2 is the maximum number of possible precedence relationships in a project of N activities.
A project with a higher order strength generally has more precedence restrictions among its activities. This project, therefore, has fewer ways or sequences that its activities can be executed. The performance of different planning and execution rules, therefore, becomes similar as the order strength increases. Since the effect of order strength is obvious, it is examined at two levels of 0.3 (Low OS) and 0.7 (High OS). These two levels of order strength cover the range frequently used in previous research [4] [5] [8] [10].
