Hello All,
I'm thinking this could be the authorities, as in the 'powers-that-be' but I'm worried it could also refer to academic supervisors.. Perhaps someone will be able to clarify this according to the following context,

If this is about French universities, then it's a shortcut for Ministères de tutelles, IMO. State universities operate under the supervision of at least two ministries: Education and whichever other(s) is / are concerned.

An example:
"Les rapports décisifs en 1970, 1983 et 2001 (décret), ont permis sa création sous la forme d'un Etablissement public à caractère scientifique culturel et professionnel, qui dépend de 2 ou 3 ministères de tutelle : Culture, Education, Recherche, en fonction des relations éducation et recherche...
...Du point de vue du financement, le problème est le même pour toutes les universités et les organismes qui sont partie prenante de l'INHA (Institut National de l'Histoire de l'Art). Ce n'est pas un coût de location, mais une charge d'occupation qui est demandée. La solution de ce financement doit être trouvée de façon uniforme par les différents **ministères de tutelle**, pour l'ensemble des universités impliquées."

With the lack of more specific context, true, that is a possibility. My suggestion is the most common usage, IMO. But if the term here designates co-supervisory bodies (with UMPC) overseeing a research unit, for ex, you could be rght. Fr asker to decide!

Tutelles- tutellage etc relates to the work of supervision of, students by teachers, tutors, aids etc. In this case relates to the supervisory work of lecturers, professors etc.
