al livello (see context)

Italian to English Social Sciences Social Science, Sociology, Ethics, etc.
From an EU questionnaire to local authorities about a region. This is the section on income and consumption:

L'aspetto piu' positivo e' rappresentato dalla distribuzione del reddito tra le familie...il merito di questa equiripartizione e' dovuto...alla funzione perequativa che viene esercitata al livello, dalla Pubblica Amministrazione e dalle famiglie.

I am stumped with the "al livello" part of this (much longer) passage. Thanks for any ideas!

neutral simon tanner : if that were so desertfox and Tom, then it would be della, not dalla - or do you think that apart from an extra comma, the author got their preposition wrong, TWICE?!

This is a typical long winded sentence. I would insert a full stop somewhere and start the phrase with
.... Within this scope, the role played by the Public Administration, and the families...

BUT same above mentioned problem
Is it true that there is a comma after 'livello'??? It looks weird there. Neverthless if it is wrong there would be another (double) mistake with the prepositions 'della'.

Anyway, assuming these three errors (that's the most logical interpretation)
it would be simply

"by both the Public Administration and the same families"
