to apply for a summary judgement against
it is the dictionary, but just to give a little assistance. Référé is summary judgement. It is not in French an "appel" since "appel" is limited to the decision of a court. Here it is a decision of a public authority (from what I guess, or perhaps not...) that is contested before the court.
I would say that judiciaire means that is civil law and not administrative (and thus the decision maker would not be a public authority...).
Hope this hpels

: I think "judiciaire" means the courts, but it could be against a public authority, though not through the internal administrative channel of appeal.

: Re. Ian D's comment, I think that your answer makes it clear that it is in the courts (what other body could issue a summary judgement?)
