In an illustration of the "carousel", seven buses came to Kyiv from Cherkasy with people who were supposed to vote with absentee ballots.

There was a whole campaign launched by the authorities that if you vote for Yushchenko, you will lose your job. For instance they were distributing ballots among voters already marked for Yanukovych. An employee had to go and vote and then bring back his clean ballot to his management. This was called "carousel".

This is a text about the presidential elections which took place in Ukraine in 2004. Any ideas what carousel means here?

coercion

whereby employees are coerced into voting for a particular candidate in order to retain their jobs. The carousel bit refers the circular nature of employees having to report back with clean ballots
