There is no official English translation for the Act of Administrative Appeal. However, I found the official English translation for 民事訴訟法 (Taiwan Code of Civil Procedure).
第 183 條:
訴訟中有犯罪嫌疑牽涉其裁判者，法院得在刑事訴訟終結前，以裁定停止
訴訟程序。
Article 183: When the commission of a crime is suspected in the course of proceedings which would affect the decision on the action, the court may stay the proceeding by a ruling until the conclusion of the relevant criminal proceeding.
裁判=decision or judgement
牽涉 here means "affecting". Therefore, the phrase should mean any civil, criminal or other administrative ligitations that may affect the decision on the said administrative ligitation.
