Überschrift in einem Text, in dem eine kanadische Stadt für sich wirbt. Mit dieser Überschrift soll zum Ausdruck gebracht werden, dass die Stadt nicht nur ein attraktiver Standort für Investitionen ist, sondern dass man hier außerdem eine hohe Lebensqualität genießt.

Eine 1:1-Übersetzung bietet sich hier nicht an. Mein Vorschlag ist so offen, dass sich jeder dazu seine eigene Vorstellung machen kann - Reichtum, Glück, Gesundheit ...
Deinen Vorschlag "Hier hat das Leben Qualität" finde ich auch gut, wenn nur "Qualität" nicht so abgedroschen wäre. (Mir scheint, dass ich in letzter Zeit nur noch Texte übersetze, in denen dieses Wort vorkommt. Bin schon ganz allergisch.)
