Dear Peers. There are so many of you who are smart, intelligent and broadly educated. Thank you for all your input and brainstorming.
Here is another challenge, mostly for those who reside in USA.
What proposal would you suggest to distinguish between District and County Offices of Education, plus on top of that Board of Education?

1. Would you translate County as Округ? I always felt County should be translated "район". Я скептически отношусь к слову графства многие коллеги используют в газетах.
2. Тогда district внутри County? И тогда Округ больше Района. А что если использовать " муниципальное образование"? Но я полагала, что Board of Education could be used for municipalities...
My brain is totaly confused and still remains confused ... SOS!

Я как бы приняла щедрое предложение Людвига. Совет ПО образованию или по вопросам образования - официальнее.

agree Ludwig Chekhovtsov : Вместо "Совет образования" лучше "Совет по образованию", а еще лучше, по-моему, "Совет по вопросам образования"

Кстати, вы правы, звучит лучше, большое спасибо.

И почему он звучит как общ. орган? Совет директоров не общ. орган совсем. Я же не виновата, что это не отдел.

to Katia: Board of Education в США – это аналог советских «Гор/РайОНО», а там первое О было «отдел».

maybe this helps...

I've never heard of a County Office or Board of Education - county seems like a very large area for a school district. Perhaps in rural areas where the population is less dense this might exist.

Where I live the school districts are made up of several smaller cities who administer a school system together. A larger city might have its own school district.

The committee who actually runs the school district is the Board of Education.

Fwiw, the Russian language newspapers where I live translate county as grafstvo.

Upon further research, I think some areas use "Office" instead of "District," like here:

Apparently in California they have this "County Office of Education," instead of the "Board of Education" where I live.

So in answer to your original question I would propose:

Отдел образования графства <<х>>
