I think the difference is quite technical but I believe for example that "corn meal" is "semola de maiz" or "fécula de maíz" and not "harina de maiz".
Example sentence:
SÉMOLA: Se realiza por medio del endospermo del grano de trigo. Principalmente contiene almidón. Ideal para pudines de leche, pasteles y galletas.
HARINA DE MAÍZ: No confundirla con la "maizena", harina muy refinada que se utiliza como espesante. No contiene gluten. Ideal para hacer pan, bollos y bizcochos.

En castellano diriamos para ambas, "harina", pero la diferencia es que "flour" es más fina y suave, mientras que "meal" es un poco más áspera o tosca.

En España ‘cornmeal’ se conoce como ‘sémola de maíz’. También hay sémola de trigo y de arroz, ya que la palabra ‘sémola’ se refiere al grano fino resultante de moler el cereal.
Sémola de maíz = cornmeal
