Total or presumptive coliforms, or thermotolerant (faecal) coliforms, may be used for drinking-water monitoring to demonstrate compliance with the DWSNZ instead of E. coli, but these may lead to false assumptions that faecal contamination has occurred. However, if they are used, a positive result must be treated as though it were a positive E. coli result.
If any bacteria have been designated as Priority 2c, they must be monitored at a frequency and for a duration specified by the DWA.
E. coli must not be present in drinking-water leaving the water treatment plant or in the distribution zones. If the E. coli MAV is exceeded, the immediate response specified in the following sections must be followed and a record of the remedial actions provided to the DWA.
If more than 0.2 mg/L of free available chlorine (FAC) or chlorine dioxide is maintained in the drinking-water supply reticulation, coliform bacteria and E. coli are rarely found. For this reason it is permissible to substitute monitoring of FAC for some E. coli monitoring in the distribution network. Full substitution is acceptable for water leaving the treatment plant and water in a bulk distribution zone.
The efficiency of chlorine dioxide is equivalent to that of chlorine, that is, a concentration of 0.2 mg/L of chlorine dioxide is considered to have a similar disinfecting power as 0.2 mg/L of FACE.

Presentation of the First Periodic Report
On 24 May 2006, the Committee on the Rights of the Child reviewed the inital report for the country of Turkmenistan. The Committee and the official delegation met in Chamber B in the Palais Wilson. The official delegation included Chary Atakhanov, Advisor for the Department of International Organization’s Ministry of Foreign Affairs, and Sezid Orazberdyev, the Chief Specialist for the Department of Healthcare.
Turkmenistan adopted the Convention on the Rights of the Child on 23 September 1994, and in the opening remarks, Mr. Atakhanov highlighted Turkmenistan’s willingness to comply with the CRC. He stated that Turkmenistan was committed to abiding by international instruments of which it was a party. Turkmenistan has shown this commitment through a number of duly enacted legislative measures: for example, the Law of Education, the Law on Guarantees of the Rights of the Child, the Presidential Program for Strategy for Social and Economic Change, and the National Program for the Strategy of Economic and Cultural Development.
While Turkmenistan’s attempts to comply with the CRC were commended, Ms. Vuckovic-Sahovic, the country rapporteur, listed a number of shortcomings in Turkmenistan’s report. Ms. Vuckovic-Sahovic and other experts acknowledged pieces of legislation that textually complies with the CRC but noted that the implementation was lacking. The report lacked any reliable data regarding the actual application of these pieces of legislation and any measures taken that would actually improve the situation of children. Furthermore, the Turkmen delegation, in its report and its introductory statement, made no mention of any problems or difficulties with the implementation of the CRC.

Source text - French Les eaux usées éliminées dans les réserves d’eau douce et dans l’environnement côtiers provoquent plusieurs problèmes, tels que : (a) la présence d’éléments pathogènes qui peuvent menacer la santé publique, (b) une augmentation des matières solides en suspension, (c) la présence de quantités considérables de nutriments, et (d) des taux croissants de demande biochimique en oxygène (DBO). La situation et la santé de la mer est directement liée à l’état des écosystèmes, à la santé humaine et aux questions d’hygiène alimentaire. Dans beaucoup de pays, l’utilisation soutenable de la mer aide l’économie et génère le bien-être social des populations. Le bon niveau de vie des habitants des pays les plus pauvres dépend de l’utilisation des ressources marines et côtières – la pêche et le tourisme en sont quelques exemples.
Le coût des opérations pour arrêter la pollution de l’eau, tel qu’il a été stipulé dans les Recommandations pour la Prise de Décisions au sujet des Eaux Usées Municipales (section 1.4 du PNUE/GPA/WGCAR.1/3), peut sembler prohibitif. Cependant, si la pollution perdure, elle pourrait se révéler finalement fort coûteuse. Il est de plus en plus évident que la pollution se traduit par des dépenses importantes, directes et quantifiables. Elle provoque également des pertes importantes liées aux opérations écologiques potentielles qui n’ont pas été réalisées.
Le Bureau de Coordination du PNUE/GPA a délégué deux études sur le rapport pertes/gains. Ces études analysent les bénéfices tirés de l’application de bonnes pratiques de gestion des eaux usées dans les villes côtières. On y analyse trois cas dans des villes d’Afrique Orientale et un cas au Sri Lanka. Ce document présente un résumé des résultats préliminaires de ces études. Notre intention est de montrer brièvement quels sont l’approche à suivre et le potentiel d’une analyse des pertes/gains.
Translation - English Wastewater improperly discharged to freshwater and coastal environments presents a variety of concerns, such as: (a) pathogens that may result in human health problems, (b) increase in suspended solids, (c) significant nutrient inputs, and (d) higher levels of biochemical oxygen demand (BOD). The state and the health of the oceans are closely related to ecosystem and public health concerns and food security issues. The sustainable use of oceans contributes in many countries significantly to the economy and the social wellbeing of the population. The income and nutrition of many people, particularly in poorer countries, depend directly on the use of coastal and marine resources - fishing and tourism being obvious examples.
As stated in the Recommendations for Decision-making on Municipal Wastewater (section 1.4 of UNEP/GPA/WGCAR.1/3), the costs to halt the pollution of water may seem prohibitive, but allowing pollution to continue causes damage and costs money. More and more evidence becomes available that pollution is associated with large, quantifiable direct costs to the existing economy and with even higher (missed) opportunity costs.
The UNEP/GPA Coordination Office commissioned two cost/benefit studies to explore the potential benefits of appropriate wastewater management options in coastal cities. Cases in three coastal cities in Eastern Africa and one in Sri Lanka have been analysed This document presents the preliminary results of these studies in a summarised format. The intention is to showcase the approach and the potential of this type of cost-benefit studies.
