It is my opinion that the company doesn't have to combine their with competitors in order to meet the minimum amount of purchase required by the purchase group. Sometimes, small companies have to "ally" themselves with competitors in order to buy goods, because the wholesale group won't sell in a smaller quantity.
Example sentence:

je ne pense pas qu'il s'agit de la peur des concurrents en tant que concurrents sur le marché local, sinon ils ne chercheraient pas à s'installer mais de la peur des relations elles-mêmes.
