Note, that I've chosen "helicoidally soldered steel" even though the correct answer could very well be "soldered/welded helicoidal steel" - being quite a different answer to mine, suggested by airmailrpl and Adriana. Can someone verify? I would hate to be awarded KudoZ points based on an incorrect albeit 'popular' answer.

By your determination then (quite correctly) and providing you agree with my translation, it would be "the manufacturer that makes helicoidally soldered steel by the process...". Would you agree on that? (Shoot me, it's only a '3' confidence).

The only comment I want to make is to draw attention to the phrase "a construçao e operaçao da fabrica de...", which I interpret as meaning "the construction and operation of the .... plant".

My guess. Therefore:
"manufacturer of soldered helicoidal steel"
would be WRONG.

I also think that fábrica should read as 'manufacturing' and not 'manufacturer'.
