If this is the name of a specific entity i.e. the EIG, then are you sure it's a good idea to translate it at all? I would probably gloss it as "an econonic interest group formed to carry out research and development".
And it is something to do with Peugeot/Citroen? PSA is the first part of their parent company (not sure what that stands for).
