French term or phrase: pesanteurs socioculturelles
This phrase relates to the women gaining access to land, which has traditionally been denied them because they have no right to any inheritance (the inheritance being land). This is cited as one of the risks of pushing public figures to facilitate women's access to land:

Refus des hommes pour pesanteurs socioculturelles

Does this mean "Men's refusal because of sociocultural inertia"?

if you wanted to express it as slow to change you could say:

'......due to slow cultural and social change'

although I'd go for the idea of being restricted by social beliefs

socio-cultural entrenchment

Explanation:
I think this collocates well with 'socio-cultural' and has the metaphoric sense of immovability as does 'pesanteurs' to some extent.
