Japanese to English Tech/Engineering Computers: Systems, Networks
I need advice regarding the following sentence.
・conf-service要素:必ず1個。

Will
・conf-service element: Always 1.
be readable to a native English speaker?

I am not a native English speaker. But the translation is right and it is very clear - at least for non native English speakers like me.

one value required

Rather than "always 1", I recommend "one value required".

This is because if stated as "Always 1", it may confuse the reader to think that the value of the element must be equal to the numeral 1. I believe that conf-service要素:必ず1個 is stating that there always must be one, and only one element assigned as the conf-service.
Note from asker:
If I use "Always 1" for "必ず1個", I can use ・user element: 0 or more for ・user要素:0個以上。 If I take "One value required", will "0 or more values" be the good translation for "0個以上"

Always 1 instance

I quite agree with Harvey's answer and he may well be right, but I suspect that "instance" may be the word you are looking for. See the following example to understand which word better suits your context.

In the following example data set, you can say:
1. The data set consists of one instance of TITLE element, two instances of AUTHOR element. and one instance of PUBLISHER element.
2. The TITLE element has one value--"Fabulous Book" and the PUBLISHER element has two values--"Great Books Ltd." and "Great Publishers Inc.".
3. The data set consists of three different elements--TITLE, AUTHOR, and PUBLISHER.

TITLE: Fabulous Book
AUTHOR: Famous Author
AUTHOR: Another Famous Author
PUBLISHERS: Great Books Ltd., Great Publishers Inc.
