Am I right in saying:

"During the modern age the city continued to grow in line with the rise in the population...." or something to that effect?

I think your choice is Ok. The word vicisitudes in Spanish means, in fact, what happens at a particular time, involving change. What is clear ia that in this particular case it refers to a rise in population, as you very well say.
