Another phrase from the CV of an IT consultant that is making my head spin:

Can anyone please explain what "la mise en œuvre des maîtrises d’ouvrage" actually involves?

This one is definitely a 'minefield', judging by the amount of entries and discussion already on Proz regarding 'maitre/maitrise d'oeuvre/ouvrage'...

One of the answers given suggests that - in construction context, maitrise d'ouvrage = building works contract. This seems pretty likely to me. So, transferring such concept to your IT domain, could it not be something like 'implementing IT projects' or 'implementing IT (project) contracts'...? I have put low confidence on this (a) in order to remain humble and (b) in anticipation of arguments to the contrary!

Just a suggestion, but I feel I should point out underlying the structure is:
Définition de:
1 les processus,
2. l’organisation,
3. les méthodes et
4 la mise en œuvre [implementation, as already suggested]
(all of which apply in the context of ...)
les maîtrises d’ouvrage des postes de travail informatiques [Proj Mgt of IT workstations]

So, while "implementation of proj mgt" is the answer to the Q you asked, I feel it is not necessarily the case that this phrase will end up in your final translated version as a unit, given the structure above, depending on how you decide to organise the component parts above.

I guess my point was that with your question as asked, you seemed to be treating that chunk as a 'unit'. I would contend the 'unit' is "maîtrises d’ouvrage des postes de travail informatiques" (and you could well be justified asking what *that* is! - I'd suggest it's managing the standard desktop for the IT dept + specific software requirements for developers, testers, operations, support, management, etc.), with regard to which, the person was responsible for defining the process, organisation, methods and implementation.
