The Officer that gave you this slip is legally entitled to stop you. Your co-operation will get you on your way sooner.
You are not under arrest but please remain with the officer during this procedure and wait to be told that the officer is finished before continuing.

What does the above phrase mean here?

... with whatever you were doing before you were stopped.
