English term or phrase: difficult question

Question : Put the suitable option in the gap

Much to everyone's surprise, the steelworker's union actually supported the takeover, and managed to secure further pension rights for its members ----.

c- in its place
d- in accord
e- on a level

The correct choice in the book is "e" on a level, but I can't understand why not "a" "in the process". Do you have any logical justification for the given answer? Thanks for your help.

conejo: "In the process" makes the most sense. "On a level" doesn't really make sense to me, unless they are trying to say "on some level" or "to a certain degree", but it sounds like poor English in either case.
