Question : Put the suitable option in the gap

Much to everyone's surprise, the steelworker's union actually supported the takeover, and managed to secure further pension rights for its members ----.

The correct choice in the book is "e" on a level, but I can't understand why not "a" "in the process". Do you have any logical justification for the given answer? Thanks for your help.
