Context: a special settler family is living in Tashtagol and the children are playing in a garbage dump.
Все лето детвора с нашей спецпереселенческой улицы бегала босиком по свалке, собирали разные склянки, использованные бинты, все в гною, иногда разматывали гипсовые руки и ноги, и все тащили на болоце, что было рядом, там их кое-как стирали, ну а потом ими играли или завязывали свои многочисленные раны от ушибов и порезов.

And they definitely unrolled the plaster bandages (used to make plaster casts), not "unwound"

I think that it concerns plaster once used for broken legs/arms (and therefore having a form of arms/legs) and then disposed of.
