My thoughts: when a semitrailer is not coupled to a tractor unit it stands on its wheels at the rear and on stabilizer legs at the front. Thieves can steal the entire container/trailer by simply coupling it to an unauthorised tractor unit and driving away. This can be prevented by various means, and it seems to me that a kingpin lock (which presumably refers to the ralla - the point of coupling and articulation), or leg logs are two possible methods. Presumably if the legs are locked they cannot be retracted so the semitrailer cannot be moved.
Guessing of course. The site I enclose is relevant but doesn't cover your particular case.

Dopo tante ricerche e tanto riflettere ho capito che queste "legs" sono delle barre estraibili/piegevoli che si aprono e si fissano a terra in modo da sollevare o bloccare il rimorchio, soprattutto per le operazioni di carico e scarico. Per� non riesco a trovare un termine tecnico o decente da usare!
