Hello,
when should I open/close a TM and when should I import/export a TM?
I thought every time I needed to use a new TM I had to import it, but recently a client sent me a TM, which I tried to import but it didn´t work. When I told my problem to the client he told me it was ready to use and that I didn´t have to import it, just open it.
So wonder when I should do open or import a TM and when I should close or export a TM.

Depends on the file type (and I think I remember you mentioning your Trados version is 7). If the client sent you a .txt or .tmx file, then you need to create a TM and import that file. If the client sent you a .tmw file (along with 4 or 5 other files) you just open the .tmw file, or open TWB and from there open that memory, just as you would do with any of yours.

It would really help us a lot if you could specify whether you are referring to SDL Trados 2007 (or earlier) or SDL Trados Studio 2009.
Luisa gave you the answer for the 2007 version.
In Studio 2007, the TM consists of one single file with the extension .SDLXLIFF and the export format is a file with the extension .TMX.

I gave the answer for Suite 2007, but only because I know she does not have Studio 2009. A few days ago she started asking questions and mentioned she has Trados 7. That prompted another string of messages and, to this date, I am not very sure what version she has. But it is not 2009. If it is Suite 2007, Trados 2006, or even older I believe she will also need a .txt to import.

Your question is absolutely basic. If you don't know the answer, you definitely want to look for proper training about the use of Trados. This is an industrial tool and you need to learn the basics in order to exploit it in full. You will also protect yourself from a lot of trouble and discomfort using the tool!

Now, my question is when do I have to export instead of closing my TM?
For example, if I worked with a TM and I have to send it to a client, should I export the TM first and then send the file to the client or closing the TM and send it ?

Think what you do for a .doc file in Word:
If you want to work on a .doc, you go to "open". When you have finished you click on "close".
Same theory applies to TM in Workbench. You want to use a TM? Open it, do some work, and then close it (or keep it open if you always use the same one).
If you want to send it to someone, send them all 5 files (iix, mdf, mtf, mwf and tmw). Hey presto! You've done it!
They want another format?
