This is taken from a letter addressed to a Mexican energy regulatory agency:
"Cuando el sujeto obligado (e.g., la Secretaría de Energía) estime que el anteproyecto de regulación no genera costos de cumplimiento para los particulares..."puede solicitar a CONAMER que se le exima de la obligación de elaborar el Análisis de Impacto Regulatorio.
Since it is referring to ministry-level entities as "sujetos obligados," are these "regulated parties," "regulated entities,"...?

Thanks. I didn´t see why it could not work. There is another entry on ProZ which says "reporting party" (Ryan can look for that one, but it is related to money laundering mostly).
