Negociado almost certainly does mean department, but the meaning of EL is not your problem.

I think negociado means department it's EL that is troubling me, I don't know what that stands for. It is at the very beginning after it says DE XXX Y XXX, procurador: XXX Letrado...

Negociado could be translated as: agreed upon. but to give a more accurate rendering more context would have been helpful.

I found a thread in wordreference where it says that what follows 'Negociado' are initials.

Moisha, te confirmo que M.G. son las iniciales de la tramitadora procesal que lleva tu asunto, es la encargada en ese Juzgado de los expedientes sobre enajenación de bienes de menores. En Almería al repartimiento de asuntos entre los funcionarios de un Juzgado lo llaman "negociado".
