Es un grupo/sector dentro de la policía nacional de Colombia. La traducción es para Canadá.
No encuentro ninguna traducción oficial ni extraoficial. "Inquiry/consultation and answer team?"

Then again, even recorded as an answer, the final decision and the translated text lie still with the asker. All we do is offer some help one way or the other.

@Robb If you feel so strongly about this, why don't you post a translation you think appropriate and then let others evaluate your response?

Yes, the advisory group crafts the response. A response group performs the intervention (response). I also find it in tactical response groups as in anti-terrorism or disaster situations. Given it's a section in the national police, I believe there is also a response role there, not just advisory.

I would contend that "Advisory Group" implies the idea that the purpose of the group is to craft (or provide consultation regarding) responses to situations that arise, and that it therefore captures the Spanish accurately.

couldn't we add "and response" in there? seems important though. there are advisory groups, response groups. This one seems advisory & response.
