It simply refers to the "basement" surface...
The floor of a building which is partly or entirely below ground level.

And of course 5 x 5 meters is a small basement area if it has to be habitable. I.e., you could have a pool table in such area, but it will be relatively tight. For a pantry probably would be big enough... :-)

Like you say, Wendy, for what I read, it seems that the architect has a constraint of 25m2 to build a house. I don't believe it's a cellar or a storage room, as the name of this project, which I believe is not yet built, is "Revolutionary House". I'm not sure what he means by "bodegas", it could just mean "surface" or perhaps "container" (as it seems to be a prefabricated house).
I'd just say "...we found out that there was a 25m2 constraint...", o sth along those lines. I wouldn't risk saying "container" without being sure.

The Phone Bloks system proved to be a surprisingly apt analogy for a couple of Carnicero’s projects- Hangar 16, and the Revolutionary House.
Maybe, you could say "bloks".
I'd just say "...we found out that there was a 25m2 constraint...", o sth along those lines. I wouldn't risk saying "container" without being sure.
