Does anyone have a good solution for 'pree' x?
I have come across 'under" but I am not sure if that is the standard/best translation.
Does it just mean that the centre is accountable to the Cabinet of Ministers?

I wouldn't bother translating "при". Would just go with "Cabinet of Ministers Center." But, does the text give further info on the Center's purpose? If, for example, the purpose of the Center is to promote the fine arts, then you'd have something like "Cabinet of Ministers Center for the Promotion of Fine Arts."
